As for the loud, slow, extra enunciated talking, Americans are guilty of it but yes, the English have been at it longer, I imagine. ;) "The sun never sets on the British Empire" and all that.

Harggok may not respect the arrow but he will respect the yew. I imagine him defeating the arrow barrage only to trip and fall on an arrow. I know you love irony.

There is a 1st level 3.5e Speak With Animals Ranger spell, but drinking dragon's blood is the mythically correct answer. Since Russia doesn't get a lot of tourists, and it has many ethnic minorities who only speak Russian as a second language, Russians will speak Russian to you in different tones, registers, etc. here if you can't understand them, at least if you're White or Asian. (I am so typically Russian-looking, though, I mostly just get puzzled looks when people realize I can't really speak Russian).

Harggok probably has the Weapon Focus: Bludgeoning Weapons and Improved Critical: Bludgeoning Weapons feats. He has an emotional investment in smashing things.

Oh yes, he's very invested in bludgeoning things. So much so that it's part of his name.

Maybe you should wear a beret and a striped shirt all the time so those Russians will think you're French instead. Ah, the internet. Such a great avenue for me to give such good advise to help people with problems in their lives. It is wonderful.

Harggok is all too aware of his vulnerability to arrows. That is why he resents them so. You see, the thing is... Harggok is extremely near sighted and is quite useless with a bow. This is another source of his disdain for arrows.

I'm guessing Harggok's mallet is two-handed, the better to flatten things with. Which would explain why he has no shield.

I could always wear an Izod shirt and a backward baseball cap. It's nice blending in for a change, though. That didn't happen for years, in East Asia. I'll be sticking out again soon enough, when I relocate to the KSA (Kingdom of Saudi Arabia), in the spring. From -40 to 40 C, in four months.
